Questions regarding Form IMM5669 & IMM5406

Hello,
I have a question regarding #6 on the Background/Declaration form. It states, "Have you, or if you are the applicant, any of your family members listed in your application for PR in Canada ever"... and then it lists different questions.
For "family members", is it meaning my Mother, Father, Sister or Brother that I listed in the IMM 5406 Additional Family?

Also it states that Schedule A – Background/Declaration (IMM 5669)

Who must fill out this application form?

This form must be completed by:
•you, the principal applicant;
•your spouse or common-law partner (whether accompanying you to Canada or not), and
•your dependent children aged 18 years or older (whether accompanying you to Canada or not).

I have one child who is 18 and I will be listing as a dependent. It seems as though he will need to complete this form as well? I can complete for him and send to him to sign, right? He is in California and I am in Canada. He will not be coming to Canada and will be close to 19 by the time my application is approved, but I know I still need to have him there as a dependent.

Also my dependent will need to complete this form as well? It seems strange since it is almost the same info as mine. So, will he list my name under Applicant and then his name under Children?

Last thing, it is my understanding that my Common-Law partner does not need to complete these forms since he is a Canadian citizen and he is sponsoring me.,

Family member means your spouse or common-law partner or conjugal partner and dependent children. So for question 6, CIC is not asking about your other relatives, just those listed above.

However, for IMM 5406 Additional Family Information, you do have to list the other people they ask about: parents, children, and all siblings.

The sponsored person (you) and your 18-year-old child must complete both forms. Your child fills out the form from his perspective. For example, at the top of IMM 5669 there are two boxes: your son checks the one saying he is the dependent child of the principal applicant. The sponsor does not fill out these forms (even though he is your spouse - it is because these are generic forms for all immigration streams that some of the questions don't seem right.)
