Questions about working OFF CAMPUS?

I am returning to school in september 2015 and just saw the revised off campus work rules. I was basically wondering, can you only work off campus full time on breaks DURING the 8 month school year, or can I work full time before the program starts? Say I start school in September and get a study permit in April. Can I work full time from April to September or am I not eligible since my program has not yet started?
