Questions about Job Title and NOC

I was wondering that CIC cross check the PR application with study and work permit?

My friend worked in financial related job back in home, but his work title says Specialist and it does not falls under any NOC? Is it okay if roles and responsibilities closely matches with any NOC code and can he use that NOC code?

Is it okay if reference letter mentioned the title Specialist, but roles and responsibilities matches with NOC?

Do we need to attach LOE to explain it?

The title/role name can be anything, even BOSS
