Hi,

I have a question in IMM0008:

1. My daughter is a US Citizen, should I need to include her in the "Dependant(s)" section (Page 3 of the application)?

Yes in both cases - as the question says - even if they are not accompanying you to Canada, you need to declare all family members.
Her citizenship does not matter.
 
You need to include all your family members

If you want her to move to canada with you, yes. Her citizenship doesn't matter - she's not Canadian so needs a Pr card.
If you don't want her to move with you then you still have to list her as non-accompanying
