I think it is only for people who already applied and are part of the huge backlog. They want like to start from zero. But nobody knows as they still no give more details.

But according IRCC website there are 137k people waiting not 115k lol.

Im January 2024 refugee claimants, from September 2024 i got a letter from ICAC less complex case no minister intervention. Im so stressed just trying to keep strong

Maybe they will cutoff and keep the rest for further processing. It's supposed they wont accept again or allow many people claiming. So they expect wont have such number of cases in future.

They are granting the PR to people that has gone for their hearing and got positive decision (Protected Person) and not people still waiting to go for hearing (Refugee claimant).

Also likely includes those who came into Canada as refugees under private or government sponsorship. We need more details.
