Very dear friend of mine, was living in the US for over 20 years with a green card ( legal US resident) got in trouble back in 1998 for an aggravated felony drug charge. She did her time in prison for 6 years from 2006 to 2012. When released she was deported back to the Dominican Republic, where she has been an exemplary citizen. She has 4 children in the US that are all legal US citizens. She would love to be just able to visit Canada on a travel Visa. She would love to be able to meet her children there for holiday. Does it sound even remotely possible with the strict laws prohibiting her from re-entry into the US at any time. Thanks in advance
 
It will be challenging - but she can try. It's going to take work and lots of waiting. Absolutely no guaranteed of approval.

She is currently inadmissible to Canada - meaning she is not allowed to enter Canada due to her crime. As a first step, she needs to apply for rehabilitation. She cannot apply for a visitor visa (TRV) until the rehabilitation application is approved. Note that processing for a rehab application can easily take over a year.

1. The OP should note, that even if the OP receives rehabilitation, it is unlikely that she would be issued a TRV to visit Canada, to meet her children who are in the US. It would appear that she has no connection to Canada.
