Hi there i have applied for my wife under Family class in February 2016, she lives in India and wants to travel to USA for few months so we can meet in US. I was wondering if she gets passport request while still being present in USA, then does she have to go back to India to submit passport to VFS office? or can she stay in USA and submit her passport from USA? and then enter Canada from USA?

there is no visa office that processes spousal sponsorship visas in the US. US applications and approvals are processed in Ottawa. It may be possible for her to request visa processing in Ottawa if the visa office handling her application allows it. You will need to submit a case specific inquiry to the visa office to let them know she is traveling and request visa processing in Ottawa if she's still in the US when they request her passport.

IF they allow her to process the visa in Ottawa, yes she will be able to land by traveling from the US.
