Hi everyone!

I just received my application back because it was considered incomplete.

The reason was "You do not have the required language level".

With my application I sent the copy of the CELPIP-general (the same when I applied for PR). I took the test in 2013 and I got 5 in reading, 4H in writing, 5 in listening and 4L in speaking. Those scores are above the benchmark for citizenship.

From the Application Guide:

"Examples of third-party tests include:

  • Canadian English Language Proficiency Index Program General Test (CELPIP-G) or the CELPIP-General LS (listening and speaking).
    • If you took the test after April 1, 2014, you must have a score of level 4 or higher in listening and speaking.
    • If you took the test before April 1, 2014, you must have a score of 2H or higher (i.e., 3L, 3H, 4L, 4H, 5L, or 5H) in listening and speaking."
Any idea why they did not accept my test results?

Anyone used CELPIP General Test(one which you used for PR) score sheet for citizenship ? and it got accepted .. As I am planning to apply in August with similar document too.
 
The more I think about this, the more I think the Agent simply didn't look at when you did your test =/ very unfortunate and worrisome that an agent would make this mistake.

Perhaps re-submit and write a letter of explanation with it?

I wrote a letter explaining the situation, quoted the application guide and I highlighted my scores.

I submitted my application again. It was really unfortunate that it happened because it delayed my application (2 months).

Thank you for the update! That's very unfortunate, I am sorry that happened to you!
But keep in mind that it's a journey, and that as PRs we are in a pretty good spot already :)
