I think i know the answer to this but will appreciate if someone here can also confirm.For a person who got his open work permit in February 2016.


He was working full-time since October 2015. So from when does his experience (1 year) count? From October or From February when he got his open work permit?

Official employment starts when he started working. It should not be related to work permit issue.

so can he put file in October 2016 in cec?

For him LMIA will be ready. He is just waiting to complete his 1 year. And we are not sure from when the experience counts?

I'm going to assume you mean he was a student, graduated (When?), started working, and received his PGWP in Feb 2016.

Work experience doesn't count if you are a student, but authorized work experience that is gained during the interim (after graduation, or after the end of the last semester for which he was registered -but while waiting for the PGWP) is authorized and should count.

VOs will automatically look at the date on the PGWP, so he want the interim experience to count, he has to write a letter of explanation and provide proof of the end date of his student status (e.g. diploma, letter of registration from the university).
