question regarding Visitor visa for siblings

Hi Friends,
long story short, the whole family is in Canada, except my second brother.
We're going to apply for him for a visitor visa.
now I have two questions:

1- inviter already sponsored his family in 2014 to come to Canada. and now he's gonna send him an invitation. the whole family lives at the same address.
can we invite him?
2- he's single, is there any chance to get a visitor visa for him?

1. Yes.
2. Yes, provided he has a strong profile. He will want to show ties to his home country such as employment, property and assets. He will also want to show that he has sufficient funds to cover the costs of his trip. Also, if he has past travel to countries requiring visas like US and UK, that will increase his chances of approval.
