question regarding sending app to Mississauga

Maybe is a silly question but I would like to know if someone can go and deliver the application in person instead of sending that on the mail. Is that possible? Has someone done it before? What if I live in Mississauga?

Thanks for the answer PMM, it's just my husband lives near there and after the stories I had read here, I was wondering if someone could do that.
