My husband and I supported my mom and brother in 2019, and they landed in 2021. We kept submitting the interest form for supporting my father-in-law as well, but we haven't got picked up so far.

Now I have a question, how do they calculate the family members for us to support my father-in-law. Are we still need to maintain the income to cover my mom and brother?

You have to include your mother and brother in the calculation.

It can be considered provided you declare it in your CRA tax return. Note that you need to be living in Canada when you file the sponsorship application and must continue living in Canada while the application is processed.

You will need to include you mother (until 20 years after she landed) and your brother (depending on his age).
They are still in your undertaking period.

If you leave for a year there is no guarantee foreign income will count. Foreign income is more likely to count if a mixture of foreign and Canadian income while living in Canada. The goal of PGP is to reunify parents and grandparents with children living in Canada not reunite with people living outside of Canada. The fact that your brother and mother only recently came to Canada and you are leaving also will not look good if you leave for a year.
