My spouse's Taxes are under review and a Notice of assessment for 2021 is yet not been issued for her. Only my income is enough for NOA-2021 without adding her income. Can I still apply for Parents and Grandparents Sponsorship?

Thank you in Advance.

The program for this year nor LICO has not been announced.

Program has not been announced in 2022 nor eligibility requirements/ LICO. If you are eligible for the program based on your income only then yes. Also your parents have to be selected in the lottery.

As long as your income meets the minimum income requirement for 2021, you're good.
But if its not enough, do not apply until her 2021 NOA is done.

If my income is not up to the minimum to sponsor parents in 2020 but exceeds the minimum in 2021 and 2022, do I stand a chance if I apply in 2023? My income was less in 2020 because I was in school. It's been increasing since and doubles the minimum for the other two years. Thanks

too early to start talking about 2013 PGP ,terms are not announced ,presently you have to met the criteria for 3 years at least and keep it steady

You would not be eligible based on current requirements. You must meet LICO for 3 years, not just 2. Doesn’t matter if it is increasing.

Is too early to predict what the 2023 rules will be. However, assuming rules stays same IRCC DOES NOT care if you exceed it by $1M dollar in 2 out of the 3 years, as long as you're short in one year you'd be rejected. You'd also need to maintain it till they land, so again if you're making $1M for the past 3years and during your app you somewhat fall short and get reassessed your app will be rejected.

Again, it's too early to predict 2023 requirements and rules ...
