Question on the IMM1344 E application to sponsor form.

I had submitted the interest to sponsor in 2020 so that I can apply for my parents to come join me in Canada as PR.

I did receive an invitation to apply in 2021 and the deadline was Dec 6 , 2021
I knew I did not meet the income requirements ; so I decided not to send the sponsorship application for I would have lost $75 fee.

I know next year (in 2022) , I will meet the income requirements for the past 3 years (2019,2020,2021)


Question :
Given that in 2021 I got invited to apply but I did not sent the forms for processing as I knew I would not be eligible to sponsor .
-If next year (in 2022) I get shortlisted to apply for the sponsorship of my parents ; then for the below question of the IMM1344 E form should I say `Yes` or `No`?
