Question on sponsoring sibling in Manitoba (PNP)

I would highly appreciate if anyone could answer my question regarding the subject matter:

Background: I am a Canadian resident staying in Quebec, heard of Manitoba family sponsorship stuff where your sibling gets more points if you stay in Manitoba for an year.

Question: Do you have to have a full time job to sponsor someone?
Can you start process while being in some other province?
Do you really have to move to Manitoba and stay for an year before file application for sibling?

Of course you can't start the process from another province. The whole point is to show that the applicant has a SETTLED connection living in Manitoba.
