Question on PR Travel Document - family emergency in Canada

I need to return to Canada for a family emergency and wish for my husband to accompany me. He doesn't have his PR card yet so we are applying for a PR Travel Document. There is one question that asks when we will be returning to Canada. I'm not sure if that means the travel date or when we are planning to move their to live permanently (he is accompanying me here while complete a work contract)

Do I put our intended travel date or our intended moving back to Canada permanently date?

Has anyone applied for a travel document from ADVO? How long does it take?

Is he outside of Canada? If so, he needs to put the date he plans to actually use the document to return to Canada, even if you are planning on leaving Canada again.
