Question on landing after IM-1 VISA is provided

Hi Guys,

My wife is the primary applicant for our application. She is already in Canada since 28th Mar 2019 on work VISA. Now we have received the IM-1 VISA as well (on 13th May 2019).
I am still in my country of origin (India) but my wife is working in Canada.

Would there be any issue if I land in Canada before her PR card is issued to her?

She already followed the instructions and called on the helpline using Canadian number. They asked her to fill some information and send it on a mail address. But we are not sure how much time it takes for them to reply and the card to get processed.

I am planning to travel in last week of June 2019. Is it mandatory that she must have received her PR card before I reach there or it would be not issue?

Whether your wife’s PR card has been issued or not is not relevant it is the fact that your wife is primary applicant that she must complete a landing before you do.

She is already in Toronto but she landed on Temporary work VISA (valid till Sep 2020) earlier.
As per the COPR instructions, she has already emailed her details with Canadian Address as per instructed.

So does this count as 'completing the landing' ?

Did she go to a point of entry or IRCC office and have her COPR processed, stamped, etc?

No no, she has not gone to a point of entry or IRCC office.
As per the instructions provided with COPR, if the applicant is already in Canada, they need to call a helpline from a canadian number. there they ask to provide all relevent information and send a email (calling and email have been done).

Yes, I think it is to set landing appointment.

Then that needs to happen before you can land. A landing appointment can be months from now.

What is the best way to proceed here?
Our IM1 visa is gonna expire on 31st Oct 2019.

I have read somewhere about flagpoling.
Is it an option here?

I just wanted to know if it is mandatory that I (secondary applicant) should travel only after this interview is commenced?
