Is there any inland applicants with no status in Canada getting approval in principal without your file being transfered to local office for futher assessment?

I just heard that CIC transfer every applicant without status to a long wait in local office to punish them.
 
What an interesting take on the situation - punishment!

Much more likely that any case where a person is found to be out of status, would require extra review which is not possible due to volume at Vegreville, and therefore, would need to be reviewed more closely at a local office, as in any case where an initial decision would not be possible at Vegreville and sent to a local office.

If every out of status case were refused once transferred that would be something to talk about, but that is not the case.

Where'd this slant on the process get started?
