Hey guys/gals, i am in the process of sponsoring my wife (whom is a chinese citizen) to come live with me in Canada, however we seem to have hit a bump along the road, that is obtaining a police certificate in China, on the government of canada website it says:

When my wife went in and asked to apply for a police certificate, the officers told her that in order to obtain a police certificate, she must have a letter form the government of canada stating that she needs a police certificate and state what it will be used for, along with an official stamp and seal from the government of canada!
Is there anyone here that has been in my shoes that can point me in the right direction?

- notary public office or
- your local police station
- closest to the address on your hukou booklet
