Question on Child Benefit Application in Quebec

Hello.

I am helping one friend who has two children, divorced, and has lived for more than 18 months in QC apply for the Child Benefit.

I realized that I can apply through quebec revenue and through fed. I was wondering through which I need to apply for her case (i.e. does she need to apply both, qc, or fed?)
