Question: landed PR has lived oversea since 2000 and want to move back.

Hope someone can help me.
I’m asking for my aunt. She landed as a PR in 90s and didn’t get the citizenship. She moved back to home because of family issues in 2000-2001 (before cic roll out the PR residency requirement).

For longest time, she thought she lost her PR status and didn’t do anything about that. Recent most of her family members have moved back or immigrated to Canada. She is now then wondering if she can move back to Canada by using her pervious landed PR status.
What can she do?
Does anyone have similar experience and know the process of informing cic and reactivate the PR status?

PR status never expires but can only be revoked or renounced so no such thing as reactivating PR status.

The challenge your aunt has now is that she no longer has a valid PR card so would need a PRTD to board a plane. In applying for a PRTD it would become obvious to IRCC that she had failed the residency obligation leading to her PR status being revoked without having any H&C reasons. The latter are often very challenging to prove and be successful in any appeal.

If she has or can apply for a US visa she could head for a US land border and try entering Canada that way hoping she does not get reported, then stay put for 2 plus years before renewing her PR card.

If your aunt travelled as a tourist previously then assume she is possibly visa exempt given her PR status would have shown up if not when applying for a visa given PRs cannot apply for visas.

Also in last few years visa exempts now need an ETA to travel to Canada so that also would have shown up her status. Add to that Canada has tightened up the rules on needing a PR card or PRTD for PRs travelling back to Canada.

Before these changes there are a few example posts on this forum where people had PR status 20/30 or more years ago , never lived in the country since but traveled in and out without issue, no longer though leading in most cases the need to renounce their PR status if they want to visit again.

She may have already lost her PR status if she was able to travel to zcanada as a visitor recently. She needs to verify her PR status if she is condering entering Canada and remaining for 2 years to meet RO. It can be hard to get a health card without a valid PR card in some provinces so that should also be a consideration.

If she obtained either a TRV or eTA to travel to Canada as a tourist - her PR status is already gone.
