Question about who to submit their application

I am planning to file the sponsorship application for my Spouse + Daughter. Currently, they are living outside Canada.
My question is that I will do all the paperwork for them, so do they need to submit the application from their side or I can do it for them?
In case if I submit it then the FROM address will be from inside Canada. will it make any difference?
Please guide
I will use the address for the outland application
i.e.
CPC Mississauga
P.O.Box 3000, Station A
Mississauga, ON
L5A 4N6

As long as they’ve signed in the appropriate places you can mail from inside Canada.
I believe Outland applications have moved to Sydney, NS.
Family class
