Question about the medical examination requested

Hi everyone,
I got a question about the medical examination. I sent my application to CIC in mid November and they requested medical examination last month. Does this mean that they almost approve my PR application? Or MER is just a normal procedure before my documents get reviewed? I just check my application status and the last message is medical result has been received?
How long it gonna take to decision made in HK office if the MR for replies.

in process then your almost there

I was told that they will request MR if VO thinks the application is ok and decision will be made given the medical result and background check are passed.
I'm wondering if the medical requested is before or after documents reviewed?
