Question about sponsor ship agreement etc form

I have a question about the first question of this sponsor agreement form

It says:

' If you are found ineligible to sponsor, indicate wether you want to.....'

Is this question only for when you are already found ineligible to sponsor?

And if not....We don't know what to choose.
We would want to apeal if my sponsor is found ineligible but that choise is not there.
