Have you already written the IELTS exam? How much is your score?
Since you have Canadian experience that gives additional points, you can cross the 460 points barrier and become eligible for a Federal PR that will give you the liberty to work anywhere, including Saskatchewan.
If your CRS points are really lesser, then you can think about provincial nomination but since your education is from BC, it will be a bit difficult to convince the SINP officers that you are really intending to reside in SK. You might have made friends in college and have ties with them, that will encourage you to live in BC, that's the way the PNP officers would assess your file.
