You don't need a letter from your university. We have two official languages in Canada (English and French). Your transcript and degree will be sufficient and you're good to go...
Can we use OSLT completion certificate (http://co-oslt.org/en/) for language requirement. My wife completed her OSLT from Conestoga college, Waterloo, but I am not sure if it is considered as secondary/post-secondary education.
