Question About IMM1294 Form

Hello,
I was filling the IMM1294E form, and I wanted to know how to fill the part that asks about the country from where I am applying; the reason I am asking this question is that I am applying online (from Iran), but I would have to go to Turkey to submit my biometrics(because there are not any CVACs in my country); so I do not know if I should put Iran or Turkey in the field.
