Question about generic application

Hello everybody,

I'm buzy filling out the generic application for Canada, but I'm stuck with one question namely: District.
I have to fill out the district where I live, but in the Netherlands we don't have districs. Our city has neighbourhoods but we never use this when we fill out forms. So what shall I say here?
What do they mean with 'district' anyway?

I'm a US citizen, and we don't have Districts either. I left it blank, and it was fine.
