Asking on behalf of a friend

I'm working in a NOC C level job- 1415- Personnel Clerk.

According to CIC:
You do not have to show that you have these funds if:

you have a valid offer of arranged employment in Canada AND
you are currently working or authorized to work in Canada.

Now I know valid offer of arranged employment means NOC 0, A and B. So in her case does she still need to have proof of fund despite living and working in Canada on a PGWP?

A valid offer of employment means the one that has undergone that LMIA process. Not just NOC 0AB. Per whats written on site, we must provide proof of funds. Perhaps people who e-filed can clarify if that's a mandatory document in the personalized doc check list.

a NOC C job isn't eligible for express entry. Needs to be NOC 0, A or B.
A valid offer of employment means having an LMIA.

So the only time you're exempt from showing funds is if you're currently working in Canada with an LMIA/LMO.

I know NOC C is not valid to apply for EE. But she has foreign work experience in an NOC A job and she is applying under FSW via that experience.
