question about FSW

hello experts
I got a Master's degree in civil Engineering, and have more than 4 yrs experience in the last 10 yrs
can i apply for the FSW? somebody told me that my job is in the list
can i get a job offer for civil engineer in Canada? can you give me names of some companies that they can do it for me?
