question about family class sponsorship for uncle

Hi,

I need help about my friend who is thinking of sponsoring his uncle. He is a permanent resident, single and doesn't have any relative in Canada that is a permanent resident or citizen. I read this page from the cic website and I am not sure if he can sponsor his uncle. His mother is still alive and he has a brother but they are not interested in immigrating here.

If even one of his parents are alive then he can not sponsor his Uncle under family class.

Depending on which province he lives in, he MIGHT be able to sponsor him via a PNP program though.
