Question about eTA issued along with PGWP.

I received my PGWP via flagpole. I linked my application online and was surprised to see an eTA issued to me valid for 5 years. I am not from a visa exempt country and as such I wonder if an error was made or it is a standard operating procedure to issue an eTA along with PGWP. If one cannot use the eTA issued then why is it issued ?
Can someone enlighten me please.

Btw , can you share your experience flag-poling.

Documents , forms , questions asked and also how long the whole process take ?
