Question about Education points

my friend did Masters degree from Russia. but here in our native country his master's degree is considered as Bachelor's degree by HIgher Education authorities.

Any buddy please guide whehter hw will gget 25 points for master Orrr 22 point for Bachelor according to Canadian Immigration laws?

As long as it is considered a masters degree in the country where it was issued, it should be okay. What do other's say.
