Question about ATIP

Hello guys!
I'm currently living in Brazil and my study visa was denied. My friend has PR and volunteered to request the ATIP for me. But when he was doing the request, he saw this message:

Note: If you are submitting a request under the Privay Act for information belonging to someone else, the individual to whom the information belongs must also be a Canadin citizen, a permanent resident of Canada or currently living in Canada.

So there is no way I could get the ATIP since I'm currently living in Brazil?

You bolded the definition of the Privacy Act which allows Canadian residents to request information on themselves, for free.

Your friend needs to use/select the Access to Information Act, which allows your PR friend to request the information on your behalf, for $5.
