In this question, 'have you been charged with an offecnce under an act of parliament punishable by a maximum term of imprisonment of at least 10 years?'

does this relate to only crimes committed in Canada?

I plead Guilty to a Narcotics possession charge in 2009 in America which resulted in a 6 month sentance served in a recovery home and probation. - - - would that cause me to answer this question yes as im the sponsor(canadian born citizen)

No. It applies to planet Earth. You would definitely answer yes to that question.

Even if the crime/offense is minor elsewhere, it could have a devastating impact on a PR application (such as a DUI). Since you are the sponsor, however, it will not, in and of itself, prevent you from being approved.
 
It seems like the answer should be yes, mention it. However the question specifically mentions Parliament. If he was charged in the US it would have been under US law, not a law passed by parliament.
