Is it possible to ask CPP Ottawa why my MR is delayed ?

They will give you standard reply , Why wont you try applying GCMS notes , I know at this moment it wont tell you too much but Being Eligibility in "Process" or something being flagged can lead you to know the problem if and all its there , Rest keeping patience is Key here . Why not? You can email them and ask your query! As long as you keep your communications to minimum you're good to go.

I don't see any problem in asking a question! If I were you I would not ask why "it's being delayed"! I would simply follow up on my application. That's all.
