Unless you meet one of the conditions in this link then answer would be no. Generally if for tourisim for example then for sure not at this time.

can i assume that i am exempt from travel while reading this
If the Canada border services officer deems that your travel is not exempt, you'll be asked to provide your information through ArriveCAN or the paper form.

You are not exempt. First, You need written authorization to travel to Canada (first link). So you need immediate or extended family in Canada or a job with permit. Then you sign up to the ArriveCan app.
