Query regarding Proof of Fund

Could seniors like Qorax, PMM, SAKI etc... throw some light on the issue below.

I have seen many posts in this forum which tells prospective immigrants to have all of the required funds in hand when they land at their Port of entry. At times few have said they have been asked to show the immigration officials at their port of entry that they have the needed fund in their hand before they can be granted entry to Canada.

I will be landing at Toronto in few weeks. I don't want to carry the full sum of required money initially but I will have almost 25% of the required fund with me as liquid cash when I first land there. I can have the most recent bank statements from my Bank in England to prove that I have necessary money in my bank account and that can be accessible to me even when I am at Canada. Will this be considered as a sufficient amount of proof of funding?

However on a completely different thought I think the immigration official is not right in asking the prospective immigrant about the funding at the time of his or her landing. As per the CIC web site the requirement to prove the proof of fund is only at the visa issuing consulate and as per CIC guidelines no where they mention about carrying the mimimum required fund in hand for the landing to be completed at Canada. <<REF: http://www.cic.gc.ca/english/newcomers/before-border.asp >>
