The information you are giving is really not enough to answer your question.
What is your status in Canada? Do you have a work permit? Are you a student? Do you have a full-time skilled job (NOC A, B, 0)? Did your spouse apply for an open work permit that has been approved or you plan to apply at the port of entry?
I have full time skilled job and we are traveling together so I will get work permit at Canada border.. So I am concern about her open work permit .. will she receive open work permit at Canada border

Are you guys from a Visa exempt country? If not, does she have a temporary resident visa? Did you include her into your work permit application? Does she have an approved visa application with a letter that she needs to show at the border? Your situation is still not completely clear... Check this out:
If you have a work permit with LMIA it's pretty easy, because LMIA is a proof of your full-time skilled work (that makes her eligible for OWP). However, it worths to bring a reference letter/job offer (pay slips) from your employer as well, just in case.
If you have an open work permit (which I think you don't), you need to bring a reference letter from your employer which states every details of your employment, including job description, NOC code, annual salary, dates of employment. You also have to bring your last 3 payslips.
You also have to bring your marriage certificate or proof of common-law relationship with you, and also proof of medical exam if your spouse works in healthcare or with children..
Well, you are still not giving proper information. It's really hard to help without any willingness to clarify your situation or respect towards people who would like to help you.
Check out the link I sent and answer the questions I asked for yourself. All of my questions had a reason.
(For example, if she is not from a visa exempt country and doesn't have a TRV visa she might not be able to board the flight. Same thing with the work permit...)
