Query-Eligibility and security both in progress

Friends, my AOR date is 9th June 2018. Current status on my account shows ip2 since 10th July'18
Last week when I called CIC agent, I was informed that Eligibility and Security check is both in progress (Criminality and medicals passed).
My understanding is that security can start only after eligibility is met. One of my friend said that in rare cases it may be possible. Can someone throw some light on this matter?

As far as I feel, you should get your PPR soon within 1-2 months.
