If I unable to submit my profile within 60 days then what ll happen?

From the CIC website:

If you do not decline an invitation and you do not apply within 60 days, the invitation will expire and you will have to complete and submit a new Express Entry profile and be accepted to the pool again to be considered in future rounds of invitations.

Is it possible may I delete my existing profile and start again from base like from eligiblity step?

Looks like I misunderstood, I thought you were talking about an ITA and not EE profile. Yes, you can delete and start again.
