Could you tell me why Quebec is treated differently from rest of canada?

Why Visa processing is different from rest of Canada.

There are definitely several reasons. I think some reasons are:
1) Quebec first language is French.
2) Quebec is trying to be more independent, that's why they have their own immigration rules.
