Hello!

Here is the situation:
My partner is a Canadian citizen who was residing in Québec. She now moved with me to Germany, where we've been living for over a year (and plan on doing so for some more years). But technically, she's still a Québec resident.

We were thinking about returning to Canada eventually - so she would need to sponsor me.

I do understand, that if we apply to live in Québec we have to pay some extra fees and go through the MIDI to get the CSQ and all the necessary paperwork.

But I did not find a definitive answer to this question: If she is a Québec resident but we do not want to move to Quebec but to another province: Do we still have to go partially or in total through the MIDI?

Has anyone insight on this matter by any chance?

Hi

No, you don't need to go through the CSQ process if you will not be residing in Quebec. However, she will need to show proof that she will be moving somewhere outside of Quebec. Without that, IRCC will most likely still request the CSQ.
 
Does she own a house or some land in Quebec? If not she is not Quebec resident anymore. So when you'll want to go back to Canada it will depend where you intend to stay in Canada. If you intend to stay in Quebec you'll need the CSQ.
