Quebec PR

Hi,

I would like to apply for Quebec PR as i am french expert and presently living in delhi, india.

I need few details if any one can help me out regarding the basic check list which should be okay before applying for it.

Apart, i should clear the delf exam B1 as well as IELTS is must for quebec ?

I am married so i have to show any specific money (property etc) at the time of applying for PER ?
