Is there anyone I can actually talk to on the phone about immigrating to Quebec as a skilled worker from the States?

You would need to hire an immigration lawyer to help you.

Hi, thanks for your reply but that's not true. I immigrated from the states to Ontario and did not use or need an immigration lawyer and am a PR. I am asking this for one of my family members tho, just would like a contact phone number or office to get in touch with for questions...Quebec is different than Ontario re skilled worker stuff.

There's no need to use a lawyer to apply for PR. However if you have questions and aren't comfortable or prepared to do the research on your own through the IRCC web site and provincial web sites - that's a different matter. IRCC has a call centre that answers extremely basic questions (e.g. confirms addresses to mail your application). However this isn't an advice line. You need to hire a lawyer for advice. None of us here will recommend that you use the IRCC call centre to ask anything beyond extremely basic questions - they are well known for giving out wrong / misleading answers to anything but the most basic questions.
