Given c-12 may become law as early as this week would wait and see if there is a pause put on all H&C applications. There is a very high chance there will be significant H&C reforms announced soon after bill c-12 passes since general H&C is not a functional program. IRCC left a bulk of approvals until the end of last year which would indicate government was hoping a bill would pass in 2025 but when it was clear it wasn’t going to happen landed a bunch of applicants from the backlog waiting to land. Somewhat depends on how well IRCC is coordinating with Quebec.
