I just read this web page, I am really afraid for my colleagues who have left Quebec right after getting PR cards.

I am yet to hear a case in this forum where someone has faced issued after exercising his/her mobility rights. Provinces cannot and do not force landed PRs to stay. All they can do is identify reasons behind people moving to other provinces and then work on improving things on their side. For ex- Quebec found out that French speaking people have more probability of staying in Quebec so they recently increase weight-age of French skills. In past few years, Quebec has created several French training programs for new immigrants so that they can integrate better.
