its actually 3 out of 4 if you wish to get hte citzenship, but those laws are changing, here is below the link, though the law is not active now, but definetely it will be in a year of time max,

you have the PR for 5 years so u need to have 3 in the last 4 years .. the new law will make it now 4 or 5 i believe not sure but in any case 8 months out of canada is not a problem both ways

PR card finally received after 87 days of waiting. it doesn't mention anything for Quebec restrictions, it only mentions the class "SW1" which is for both FSW and QSW... in addition to the date and place of landing

Thanks for the insight. Do you know of a link that describes, how people can leave the country and come back while waiting for their PR card? I heard you need to apply for travel documents of some sort...

On website they mention 72 days, is that true ?

The immigration officer fills out the COPR after you land. Both of you sign it, it contains the mailing address for the pr card, no form should be filled for it.
The processing time keeps changing, nothing is accurate. It all depends on the backlog at the case processing center in Sydney, Nova Scotia.
You should add the mail delivery to the 72 days, which is around 5-10 business days.
