Hello there, I just read your question but you have to excuse me cause it is 3 AM in the morning I wont be able to explain it all, the documents show the activity of Various VOs within a specific timeframe indicated on the top of the sheet, the reason why i think it is outdated is because i made a comparison between damascus VO and beirut VO then deducted that those records on the sheet are precedent to the file transfers time on 21st of february 2012, if you follow the numbers on both in comparison you can see starting from "Skilled worker" that Beirut had 0 activity while damascus inspite of few accepted still had activity, so these records go back to the time prior to closing of the embassy in damascus. will explain the rest in the next few days cause i wont have access to the internet due to lack of time.

xls walkthrough​

after studying carefully the sheets and upon requests I complied this quick walkthrough that corresponds with Quebec applicants only.

1- on your xls sheet (23-eng) look at the bottom and choose the tab "Persons Quebec"
2- on the left table you will notice Damascus RPC, disregard that one cause it is the cumulative number of Amman, Beirut and strangely enough Damascus (might be finalized files in Damas before the transfer of files)
3- Highlight your VO Amman or Beirut by selecting it all the way to the first Category which is Skilled Worker (family class should look under FC4 for non spouse/kids and the main category for spouse/kids)
4- Sub-Categories explained:
a) Selection Decision: number refers to Holders of CSQ that applied for federal process. (so this is the number of ppl waiting for the final decision)
b) Final Decision: this refers to the end process of the Federal part which combines accepted and refused final decisions. (this is the number for ppl that reached the Final Decision)
c) Total: is the total sum of "Selection" and "final" Decision.

I hope you found this walkthrough user-friendly and has helped you to read the XLSs easier, if anyone got any further questions please do not hesitate to drop them in my in-box on this forum.

the xls is a quarterly report of document processing in a time frame and not of documents submitted on April 08 only.

another thing, in the secong xls file (11MB) I have noticed that there is a 5% refusal rate of CSQ holders, how can this happen??

I didn't pay much attention to the 2nd xls for the sole reason that it does not supply VO locations so it would be safe to assume that the 3% refusals are worldwide.
reasons for refusal cannot be known but potential reasons for refusals are usually medical condition and criminal records.


on the other hand i stumbled upon a page with some interesting stories of those that got their applications (2008) slashed.

For this reason, i posted i dont want to think about it anymore & will ignore it... if it comes alone, I will think again.

Since I live in UAE, 100,000s applied to Australia Canada rare to Quebec, actually i met a lot who applied to quebec after their medical they were refused, but they passed their medical.

One told me,in CIC or embassy told him, that if you pass medical doesnt mean you get visa, maybe this is rare, but i know many they medical test expired since a year in uae, & they mention on their web that 10 months for gulf from VO London.
