Long Delays in your Canadian Immigration Application

i was doing some research, some people are saying that if your status changed to "decision made" before the PPR, then its a refusal .

i want to send them an email to get this thing clarified.

as I told you, your files were on hold until the renewal of your CSQ. If there was something serious they won't ask you to pay landing fees
